The Scope
Our client is an International NGO (aisbl/ivzw) specialising in defending and extending the digital rights of communities at risk.
With a constant evolving team, currently composed of 12 people in staff and, offices in Brussels (Etterbeek – Arts-Loi/Kunst-wet), for this client we are now looking for a Hard HR Consultant who will be responsible of the legal & social HR documents especially the HR handbook (freelance assignment, 4/5th min or full time: min. 32 hrs – max. 40 hours/week).
Their team is very multicultural with many team members having relocated to Belgium from other countries. Their work culture is very supportive, and they prioritize positive employee experience and wellbeing at work. With the constantly developing HR laws and regulations in Belgium and their sector (PC/CP 33) and with an eye towards continued support and maintenance of a positive work culture for the Belgian team, their HR department is looking for an HR Consultant who would conduct the research, development and implementation of a thorough update to their HR handbook including organizational policies (the current HR handbook has been in place since 2016). The HR Consultant will work closely with the internal HR Generalist - Belgium for all stages of this HR project.
Main responsibilities: Collect and analyse info (both official and unofficial practices/habits) to review, update, design, suggest, make compliant and create a new company work rules/HR handbook (règlement de travail)
Possible extension of the mission for an active participation or support to the review, improve and update of other HR & social documents like working policies, car policy, work contract, onboarding process, annual evaluation grid, …
Flexible location: on site at their offices in Brussels (ideally min. 3d/week) + remote work.

Your key tasks and responsibilities
To support the HR Manager (in collaboration with the Director of Operations and Compliance) to improve and update the social & legal HR documents and processes, the Consultant must have an extensive knowledge and experience with the PC / CP 337 (non-profit aux.).
The current HR handbook was put in place in 2016 and the NGO’s goal is to implement a profound update of the HR handbook in line with Belgian HR law, sectoral agreements (CP/PC 337) and their organizational culture and present it to the 12 team members. Almost all of the team members have roots in other countries and are not always aware of the Belgian HR laws and regulations for the non-profit sector. As a consequence, their organizational policies in all areas also need more contextualization for their team members.
The HR Consultant that would lead this project with the support the internal HR Generalist would be required to execute the following tasks:
1. Conduct intake conversations with the HR Generalist to define the organization and employee needs with regards to policies below and for understanding of organizational culture and values driving their positions and approaches.
2. Conduct research into minimum HR law requirements as well as possibilities of implementation of flexibilities at the discretion of the employer in the following areas:

- All categories of applicable leave for their sector
- Work from home (telework) policy and limitations in working from home from abroad temporarily
- Commute to work transportation contributions
- Work schedules, work hours, duration of work, overtime, weekend work
- Abroad travel for employer work assignments and possibility of weekend travel for work assignments
- Protection and prevention at work, including wellbeing at work
- Workplace insurance and implications of travel for work assignments for workplace insurance in case of sudden illness/accident
- Trainings and professional development
3. Present findings of the minimal HR law requirements and possibilities of implementation of flexibilities at the discretion of the employer in areas of above point 1 to the internal HR Generalist and advice HR Generalist about the best position to adopt in areas where employer discretion is possible or decision is needed, in order to implement policies that are sustainable and safeguarding both employer and employee interests.
4. Drafting of the policies language for HR handbook update (in French) in all areas from point 1 above, after feedback of HR Generalist on the desired organizational positions to adopt in these areas. Implementation of approved next text in an updated HR handbook and finalization of the new document after review of a draft version by HR Generalist (and incorporation of any requested edits).
5. Visual structuring and lay-out of the final HR handbook in the most logical and efficient manner.
6. Translation of the finalized HR handbook from French into English.
7. Supporting HR Generalist in presentation of the adapted HR handbook in English to the employees in a 2-hour presentation meeting, including a contextualization of the Belgian and sectoral HR law regulations for a team that is not acquainted with the Belgian HR laws.

- Have strong skills in developing organizational internal policies and drafting of HR handbooks for multiple clients in non-profit organizations and SMEs
- Are perfectly bilingual French + English: both orally and in writing + strong verbal and written communication skills
- Have a large expertise in Belgian HR law and preferably in HR law in non-profit organizations (experience in working with organizations in CP/PC 337 is mandatory)
- Education/certifications in HR field and Belgian HR law is prioritized. Continued self-education around HR best practices in Belgium, including but not limited to HR law minimal requirements
- have an extensive experience in leading HR projects autonomously and a process experience with proven track records
- are a passionate HR professional with a large experience in social right for non-profit organisations with tight deadlines
- are detail-oriented, meticulous and very independent
- have strong project management, research & collaboration skills
- are a critical and analytical thinker with a flexible mindset and being able to adapt to their organizational culture in terms of organizational policies
- have strong in translating complex concepts into digestible text and verbal oral presentation
- can work both remotely and at their office when needed (1040 Etterbeek: area Arts-Loi/Trône)
- are a self-learner, very organised and structured, resourceful and you can find the info by yourself
- want an interesting and challenging full-time or 4/5th assignment in nice office with great people!

Expected deliverables
- Memo containing the legal requirements across the HR topics and what additions and edits need to be made to the NGO’s current HR handbook (and what can be contained in separate policies outside of the HR handbook), as well as recommendations regarding best practice and areas left to the discretion of the employer in consideration of their sector, size and organizational culture. Including consultations for questions and clarifications regarding memo.
- Proposed text for HR handbook additions/edits (and separate policies added as addendums to the handbook or other internal HR documented guidelines if relevant). Including consultations for questions and clarifications regarding proposed text.
- Translation of updated HR handbook from French into English.
- [Tentative] Support in preparing and executing a presentation to the team.

Expectations
- The Consultant(s) should be able to work autonomously and provide expert and accurate guidance on the areas highlighted above.
- The Consultant(s) should provide frequent status updates, at least on a weekly basis.
- The Consultant(s) will meet with the internal HR Generalist (and other team members as necessary) on video calls and on sight at the NGO’s Brussels office to provide further guidance, clarifications and recommendations with regards to their written deliverables.

Practical details
- Contract: Freelancer under 3HR Contract
